Wintering a Miniature Tree Rose

In the past, I have buried my "planted" tree roses in the ground for the winter.

However, in the summer of 2006, I purchased a J&P tree rose made from a miniature rose variety. I kept it in a pot and it did well that summer.

Last winter, I placed it into my unheated garage. But, it never went dormant for me. In the summer of 2007 it did not produce or appear as healthy as it did from the previous summer. I had even tried repotting it, etc.

Now that winter is here again, I am not sure how to best care for it. I did see in a previous post where MichaelG recommended that a tree rose not be brought in until it goes into dormancy. Could that be where I went wrong?

Would it be better to wait till it goes into dormancy or try wrapping it in bubble wrap (or anything else you might suggest) and keep it outside on my patio for the winter?

Any thoughts are appreciated!
