Climbing clotilde soupert doesn't climb!!!

I have this rose for two years, but it only gets about one and half feet tall and about 3 1/2 feet wide. It supposed to grow to at least 10 feet tall. It was one gallon own root rose from chamblee rose. I don't prune it at all, it still always in bloom, and very good disease resistant, light fragrant to my nose, and it balls half its blooms. Why doesn't it climb? Is it my zone to cold for it, or it needs more time?

Any idea?
