What kind of oak? And is it infected? (photos)

Hello. I just moved into a home in Denver a few week ago, and am trying to ascertain whether we have diseased oaks. Both are older, maybe 30 foot oaks, which line the street in the front of our property.

The issue is twofold. First, at the tips of many (but not all) of the branches, the leaves have died out. Thus, even though it is not fall, I am raking up leaves each week. My neighbor tells me this has been going on for a few years. In addition, it is dripping a sticky, gummy, bubbly, milky-colored substance on any cars parked below. The substance seems abnormal (photo below, best I could do).

Any thoughts on what I might be looking at?
