American elm propagation ?

While driving through a parking lot, we were stopped in our tracks by an American elm (about 18 ft tall) that totally stood apart from all others. The single stemmed specimen having a beautiful informal tiered shape and clothed in very dense foliage, its nearby companions were non-descript and lanky, all likely originating from local seed grown stock. My friend kept saying "I want "THIS" tree! Unfortunately, neither of us had a camera on hand, though we'll soon be returning. This could also be a named selection, though I haven't seen photos that show any resemblance.

I've done a bit of research on elm propagation and I'm good with grafting and budding, especially chip budding. Here in zone 3, it's now a bit late in the season to bud onto a rootstock ... though, I'm wondering if chip budding and or grafting of elm is successful in the spring? I understand that summer cuttings will also take, though I'd like to get this find onto a strong rootstock for fast establishment.
