Probably a stupid sprout question, but...

Just got back from Spring Break and I noticed that several new jugs have sprouted in my absence. I even have tomato sprouts! But, I also noticed that the earliest jugs-- broccoli, lettuce, and cabbage-- still have not gotten beyond the "itty bitty with two small seed leaves each" stage. They sprouted several weeks ago and since then, nothing. I tried (experimentally) to plant some of each in the garden before I left last week, and those have since died (I guess they were too little). But that still leaves the rest of the teeny tiny sprouts. Is it just that it has been too chilly to for them to grow, or is it time to consign them to the compost heap? They have gotten water and such, but it has been chilly here. I wasn't sure, since all three are cool weather veggies. Thanks for the help!
