Don't Laugh, but can Roses be fertiized now?

The fertilizer I'm talking about is alfalfa meal, and I'm in an area where there is only a short dormant period. What I'm curious about is whether alfalfa meal can do anything to promote root growth and general plant health, or whether this will simply stimulate top growth and flower production at the wrong time of the year. I'm not planning to prune for the second year in a row since my roses are young and they really don't need pruning. I do have tea and Bourbon bands that I'd like to grow as quickly as possible and wonder whether fertilizer would be a good idea at all this late in the season, but with relatively mild winters. I look forward to being set straight on this issue. Thanks in advance.
