onions or garlic?

About 15 yr. ago, I planted an onion or garlic by each rose bush. They have multiplied like rabbits, and I am pulling them up. They smell just like garlic, but have a round shape like a white onion. I have no idea if these are edible, as I forgot what I planted. They get about 5 feet plus tall, with white flower heads on them that stay all season. They do keep the aphids off the roses though. But too many now, so I am debating on whether to toss them all. The little ones are small brown sets, look like miniature tulip bulbs. Anyone have any idea of what these could be?
