Question about giving your rose a fresh start in spring

Would like to ask a general question about cutting back that pertains specifically to my Night Owl.

Last year when I bought this rose it was jaw dropping. I just fell in love. Brought it home and put it in semi shade and although I watered it it was hot out and I left town a few days afterwards. It just hated that pot and showed me by trying to die.

Finally got it in the ground about two weeks later and it really never recovered all summer long. I know this rose can be lovely again annd in the spring I aim to transplant it somehwere nicer. Better soil, more consister watering. More love in general. So here's my question: to give it a good start next yearr when I transplant should I cut back in a big way? It has several tall canes still but the leaves look bleached and faded. Just not a happy camper. I want to do what I can to help it start well in the spring and I'm not sure if a radical haircut is the way to go at that time or not.
