When to harvest multiplying onions

Hi, I have grown these for several years now and they seem almost ready to get out of the ground. I have pictured some below. This seems awfully early. I was thinking it was usually last July or early August before they got to this stage. They are forming bulbets so I'm thinking the underground bulbs won't get any larger. Am I right? The top bulbs are formed but still green/white so I know to leave them until they get brown/purple. Any advice?
