Sooty mold on Little Leaf Linden with insect photos

I have re-occurring sooty mold on a 20 year old little leaf linden in my yard. Following my co-op's and the pest forum's advice, I sprayed All Season horticultural oil on the tree two winters ago and the following summer (last summer) the problem was greatly reduced. I did not spray again last winter, and this summer the soot is back with a vengeance. We just had a couple of inches of rain after a long drought, and now I notice the leaves are all starting to curl.

At the time people werenÂt exactly sure what was attacking the tree, through some suggested it was scale.

Are these aphids or scale or something else?

Do I need to do the oil every winter or step up to something else?

Is leaf curl on Sept 1 a bad sign or is the tree just dropping leaves early because of reduced sunlight reception (due to the mold) and it thinking that itÂs autumn?
