Rose Companion Plants

I'm planning a new border and will be putting in some David Austin roses. I have tried many rose companion plants but have not had much luck mostly because the companion plants cannot compete with floribundas that reach 8' or more. In the new border I'll be careful to select roses that are limited to 3-5' or so.

I especially had a hard time finding a white, lacy companion plant. One of my Fine Gardening books has a section devoted to lacy plants and I did try Bishops flower from seed. It works well but it's just to much trouble to grow from seed. I'm currently trying Achillea ptarmica Angels Breath.

I saw this page on David Austins website and I can identify some of the plants here as Phlox and Campanula but I can't identify the 2 purple spiky varieties.
