Pruning my hybrid tea rose and scraping bud union

Two questions here. I have a tall, rangy Mr. Lincoln rose. I want it to finish bearing roses this season before I cut it back in the winter (I live in zone 8). The roses are bearing on green canes growing from the old lower gray woody canes. Obviously, there must be life in the gray woody canes or else I would not be getting green canes come out of the gray wood. My question is: Can I prune back into the gray wood, as I want the bush more compact and less rangy?. Second question, different rose. I want to revitalize the rose. I have only one cane coming from the bud union. If I thoroughly scrape the bud union with a razor blade, is it likely that I will get new canes, in addition to my existing cane?
