Question about composted manure

I have been dealing with a VERY lackluster performance from my

Asian inspired garden. A mistake in spring made when I asked my son to add bone meal to a planting hole and he added blood meal made me more curious. That particular plant was the only one to grow well this year.

The whole garden is placed on what used to be Bermuda grass. I killed it out with card board and replanted. A recent hand soil tester showed a SIGNIFICANT nitrogen deficiency. We have spent 3 years adding OM in any amount we could find it including several inches of compost from the county landfill, and numerous loads of shredded leaves, straw, and grass clippings. We obviously need an nitrogen boost. My question is this. If I use composted cow manure, how much can I safely add to boost the nitrogen without burning anything?
