Is aging enough to make manure safe?

I'm planning to incorporate manures in compost but (perhaps after spending too much time here) am getting a little paranoid about diseases such as salmonella and E. coli. Since my composting skills are not that great, the piles might not get hot enough to kill the bugs. Would simply aging the material (manure + browns + minerals) for a full year or until it looks nice and earthy be enough to make it safe for use on food plants (and prevent it from burning roots)?
