Something eating my new growth tips...

Cl. Cecile Brunner, and an unknown rose that came with the property, are quite happy this summer, and are sending up canes that are growing nice and tall. But a few of the canes are nekkid at the tip - all the leaves have been nibbled off by some invisible thing, and it's the last 6 to 12 inches. I don't see any caterpillars, or beetles, or anything whatsoever. Most of the rest of the roses aren't sending up tall canes, although they are all growing. Just the tips of the tall canes are chewed - leaves only, not flower buds.

I'm close to the coast in Santa Cruz county in California - does anybody have any ideas on what is eating my ROSES?
