digging up tender perennials

I have a tough time deciding whether to leave some plants in the ground or dig them up. I'm in zone six but have several zone 7 plants that would probably survive if we have mild to normal winter. If we have a bad winter, I'll wish I had dug them up. Wouldn't it be nice to know ahead of time exactly what winter was going to be like? lol

My question...Is it better to NOT disturb the roots and leave them in regular garden soil OR is it better to shake the dirt off and use fresh potting soil.

I plan to stuff them all over my attached garage which is on the north side of my house but stays above freezing most of the winter.

Is anyone else rescuing tender perennials?

Do you wait until after a frost so they're dormant?
