pjm rhododendron leaf beginning to curl up

I had three pjms planted on east side of house. It is a shady, city garden with a little sun at noon. One never thrived and finally died. Two new ones were planted in April this year and they both are developing a few curling leaves. They also seem not to be strongly rooted as others planted across from them. I can wiggle them a little. I have an irrigation system and they were mulched. is it water,or planting problem? . A landscaper put all of them in. I called him and he suggested watering them with a root stimulator.
