Rhodo- might be dead, but maybe not...mulch question

So I planted my Rhodo last year and didn't realize that Rhodies don't like wind. Now it's TOTALLY rust-color, and appears dead. Was told don't pull it out just yet, but maybe it'll come back next year.

Two questions:

Do I dare move it to a more sheltered location next to the house (as opposed to the 'corner' area away from the house that it's at now), or should I just leave it alone, and

Second, I'm pretty sure I don't have acid soil, which I know is more conducive to azaleas & rhodies...would using pine bark mulch on this one plant serve the purpose of providing the correct soil PH, or do I need to actually ADD something else to the soil?
