Limbs appear 'cut' off of pear tree - what's doing it?

Hello...we have a pear tree that is young and stands about 12-14 feet tall. Recently, I began finding branches lying on the ground under it or stuck up in the other branches. When I inspect the ends of the cut branches nearest the trunk, almost all of them appear to have been "sliced" diagonally fairly close to the trunk. These cuts are clean and look like they've been made with loppers. At first I thought it was deer so I hung a bar of soap in the tree. then it happened again. Now I'm wondering how a deer could reach that high in the tree, even standing on it's hind legs. I'm stumped and ready to camp out there tonight to find the culprit.

Can someone help me solve this riddle?
