Cardboard for composting: Shred it or crumple it?

I have two plastic compost bins and so far have mainly composted vegetable waste and grass cuttings. The compost is fine, if rather wet, but the process is rather slow, probably because of a shortage of 'browns' (?). I am considering adding cardboard to the mix (the tubes inside toilet rolls etc) and most advice I've seen says this should be shredded and dampened. However, my local municipality's comnposting website advises crumpling and adding dry rather than shredding and adding damp, as this increases the air in the heap. Any advice on this issue will be very gratefully received!
