New Beds: Cover Crop or Begin Layering?

I've got some new beds that I want to create out of our pasture land. And I'm new to orgqanic gardening...like 2 weeks new. (I always assumed that you needed to be a left wing hippie to do organic gardening).

My soil is relatively good & loose loam. The area has been nothing but empty pasture for decades, or longer. There's not much worm activity or organic matter in the soil. I had good results with a traditional garden (raised, closely spaced rows w/ regular fertilizer) this past summer.But I'm looking to put in permanent beds.

So I'm at a crossroad. Do I plant a cover crop in over the entire area & mow/till it under in the spring, or do I go the cardboard/layering route and save the cover cropping for another season?
