Will raising the soil level help with poor drainage?

We have California clay, and one part of our garden doesn't drain well, so when it rains we get standing water. This doesn't seems to be doing much to the area that has grass, but one of my beds stays really wet, and it's a challenge to plant in it. I'm thinking of a raised bed, but without actually enclosing it--just making a higher area by pulling out the existing plants and adding soil and compost. Will this work? I'd like to avoid tearing up the garden, which I think a more high-tech fix would involve.

I'd appreciate any help!
