how to trim perennials to train them get bushy not leggy?

I have problem with lance-leaf corespsis and Rubekia (I have the pereenial type) flopping in all directions. I heard that I could train them to be bushier but no leggy by trimming them when they are young. My question is:

1. They bloomed already, so they are not young plants. Are they considered young next year after die-back?

2. If they become young again next year, how do I trim them? Just chop some length off, or there is a certain way to cut the stems or leaves away?
