proper maintenance for roses

My wife loves roses. At our previous house, she planted a rose but it only last 1 year and it died. I'm sure it was hardy for our area. Yesterday, I was talking to my officemate. I asked her how her garden was. She was grieving very badly because all her 2 year old roses died. She told me that she's not watering her perennials anymore due to what happened.

Anyways, I would like to try myself planting roses again. However, are there special care that must me conducted during spring, summer or fall? Are roses high in maintenance? It's because I have perennials here that I don't care a lot like the spireas and daylilies but they're all doing well.

Any help would be greatly appreciated!
