do slugs prefer straw to leaf mulch?

I had a huge number of slugs living in the straw mulch in my potato patch, and I suspect they did a lot of the damage I had. Do you think slugs would be less likely to live in leaf mulch? If so, I'll use that instead on my potatoes, next year.
