What causes brown petal edges on light pink rose?

My neighbors 'Sunday Lemonade' Hybrid Tea, has brown petal edges.

It has only happened during this July bloom cycle, and never appeared before in any other years.

The bush is covered with roses, and every one of them has a brown edge on their petals which makes them very ugly.

This begins in the closed bud.

I've seen sunburning in red roses, but Sunday Lemonade is a pink rose, it's sport parent 'Lemon Spice' shows no damage in the same rose bed in the same garden.

The brown color extends from the outer edge of the petal and is c. 2/3rds of an inch wide, the brown part appears drier, and dehydrated.

Could a sucking insect cause this in the bud?

The bush is healthy, and watered often enough.

He does not spray with anything, nor do his neighbors.

None of the other pale to light colored roses in his garden have brown edges.
