Here's a dumb mulch question-do you move it aside when planting?

This is going to sound so incredibly stupid, but I need to know, so I'm asking anyway.

I understand the purpose of mulch, and I do know what it is... it's just that I've never mulched before, and I'm not really sure what to do with it. I know it goes on top of the soil in which my plants are planted, BUT once those plants come out, what happens with the mulch? Do I scrape it to the side and replant, then push it back over? Do I mix it into the soil? If I had to completely rip out an entire bed that had been mulched, what would I do with the mulch in the meantime? Shovel it all off, amend the bed, and then shovel it back on again?

I'm picturing small pieces of woodchips and such, being scraped off and then put back in place every season...
