Lasagna type bed & bulbs-ok to plant right away?

I had great success planting strawberry plants in a lasagna type bed the same day the bed was created. I didn't cover the bed w/ anything except a thin layer of pine needles as mulch for the berries - no black plastic/etc.

Now I'm thinking of doing another bed for such things as peonies & daylillies and I was thinking about putting lots of extra tulip & daffodil bulbs in the bed. I've read that it works well to add perennials into a newly established bed; how about bulbs?

Would I build the bed & dig holes to plant the bulbs? Or would I place the bulbs and then cover them up w/ all of the lasagna layers? I think my only concern would be too much moisture & rotting bulbs.

Any experience w/ this and/or thoughts for me? Thank you.
