How to use unfinished compost

Hey everyone! I have a question. I'm getting ready to till and prep my soil for some fall crops to go in the ground in the next 2-3 weeks. I've got some compost in my tumbler that's not quite ready yet, but I'd certainly like to use it now if possible. I started the pile in late May and added to it until about 3 weeks ago, so much of it is composted, but the later addition of leaves obviously hasn't finished. What would you recommend? Should I till it into the soil a couple of weeks before planting? Or should I use it as mulch and lay it on top of the soil after planting in a few weeks?
