composting dead plants

I've only been composting since spring, so I'm pretty new to this. Is it OK to throw plants that have died or died back into the cold compost pile? I know I shouldn't use tomato plants. I'm particularly thinking of a Dicentra Spectabilis that dies back in summer. And also the kale I didn't harvest that got too old and buggy.
