Can I cut back yarrow and red fox veronica now?

Most of my yarrow has bloomed and for the first time, some of it has downy mildew due to the wet period we've had. I've sprayed it for the mildew, but maybe I can get healthy foliage again if I sacrifice some of the last smaller blooms. Whudaya think?

I also grow 'Red Fox' Veronia; a short red variety. All my plants are at the last stages of flowering. If they will rebloom, I'll cut them back now. I've been going around and cutting off the green stems that have finished blooming, but that's an endless task.
