Shade bed keeps sinking, or hardwood roots rising?

Hey all-

Today's dilemma: The Hosta/Heuchera bed.

Put it in as a not-too-deep raised bed (ie: dumped a load of compost on the lawn, then planted) in 2005.

I amended it last year, and 'raised' all the plants in there manually, making it a little deeper.

I realize that compost gets 'used up' over time, but wondering if the compost is the problem, or if the roots of the hardwoods in that same location are working their way upwards into the bed? Here's a pic...I didn't mind manually raising the plants last fall, but as I continually expand this space, it's going to become a PITB if I have to do it every year. Any suggestions?
