Tall Leaning RIver BIrch HELP

I have a clump of 3 river birch in zone 6. These trees are tall and thin, amd they recently started leaning over in a abig way since the new growth this spring. I think the problem is 3 fold. 1) this tree gets alot of winter wind blowing it in one direction 2) there was die back on the windy side and 3) the trunk seems rather narrow for the height of the tree. My landscaper suggested toping the tree to give it a chance to strengthen its trunk before it took on anymore height. I'm apprehensive of this drastic move. I feel staking it would not let the tree support itself over time. any suggestions??
