Half of my Kousa is dead, questions!

Two years ago my husband and I transplanted a kousa dogwood from another location in our landscape--it had been in that spot for one year. It was getting beat by the sun and just wasn't doing well. So we moved it to a more protected location and now half of the tree leafs and blooms and the other half appears dead. It did this last spring too, so I pruned it and just figured it needed another season to recoup from the transplant.
So, now I'm wondering what I should do. Should I cut it way back? Is it a loss? Fertilize? Any thoughts or suggestions for me?
