My shasta daisies won't flower

I purchased shasta daisy plants last year (already in bloom). They are planted in partial shade. They flowered last year and even stayed somewhat green during the winter. I cut them almost to the ground this spring and they were growing back very "leggy" so I pinched them back a couple of times like I do to my mums.
My problem is that they are still not flowering and continue to put out leggy folliage. Does anyone know what I should do?
