Newly planted bare roots naked on one side

I planted several new bare roots this year, hybrid teas and climbers. All are doing really well, healthy foliage, budding, blooming. However, a couple have only one or 2 canes from the crown. Is there any way to promote or force new canes from a desired part of the crown. They were planted mid/late April. I have read about sweating with plastic bags or mulching to promote new canes with freshly planted bare roots, but these are already starting to bud.

I use mostly organics - rose tone, peace-of-mind, epsom salts, fish emulsion and just put down some alfala for the first time a couple of days ago. Any tips?
