Welcome! I have found that one of the best sources of advice is your local rose society. It's full of people who grow roses right there in your neck of the woods, and they make house calls if you need some hands-on instruction. We don't know exactly where you are, so go to the American Rose Society web site (www.ars.org) and search for a Consulting Rosarian in your area. The purpose of a CR is to volunteer to answer rose questions and offer advice. You can also see if there is a rose society in your area. Rose Society meetings are a great way to meet other people in your area who grow roses -- I have some life-long friendships that started when I joined the rose society. The Internet (and Garden Web, in particular) is a good place to get advice and support, but I firmly believe that newbies (especially one with 40+ roses to care for) may need the help of someone in person. I have to admit, it's pretty cool to be able to get answers to your rose questions at any hour of the day or night, in your pajamas with a cat in your lap . . . perhaps that was too much information. :) We're glad to have you here, and there are lots of us who will do what we can to help. Don't do anything now. In early April, remove around 1/3 of the oldest-looking canes at the base to encourage more productive new growth. Fertilize when leaves appear and a couple more times in the season. Water when the soil dries out. It can use approx. 1" per week (5-6 gallons) in hot, sunny weather. Remove spent flowers. When you get strong canes next year, bend them over and tie to the fence. Use screw eyes or something. It may be a bit awkward looking to force the rose to turn that corner, but try it and see what you think. Horizontal or arching canes will bloom more than upright canes. There are various rambler roses, hybrid musks, and shrubs with flowers like that. If blooming in fall, it is not a rambler. I thought of 'Pink Meidiland,' but the leaves would not be so elongated.

It's a rose moss gall - caused by the larvae of a cynipid gall wasp. You can learn more by doing a search under either name. You can cut it out if it bothers you, but it really doesn't do any great harm to the plant. I used to get them now and then in my mature 10' tall Rosa glauca. Out of over 200 roses in that garden, that was the one that apparently was to the wasps' liking as I never saw them anywhere else. I never did anything about it and it caused no problem for me. But as Jim said, all the rose canes in your photo look dead and should be pruned out anyway. And the galls didn't kill those canes, btw.
