yea i took everything apart last night cleaned it all. yea it will turn over but realy slow. like half a turn. I tried to find the valve adjustment and couldnt find them..

That is a flat head horizontally opposed twin. While they can have valve adjustment trouble, it is not nearly as common as with OHV B&S engines.

Bill gave you some things to check. IF it is starting OK by jumping directly from the car and you have a new battery in the mower, then the problem almost has to be in the wiring between the battery and starter. Bad connection, too small cables, cables partially eaten into under the insulation where you can not see it, bad solenoid.

To check further, connect a small jumper wire from the positive battery cable were it attaches to the starter solenoid, touch the other end to the small terminal on the solenoid. Does the solenoid activate? does the starter run? NO, stab an old screw driver between the 2 large posts of the solenoid. IF you are tentative when you do this, sparks will fly everywhere, do it like you mean it. What happed then?

What I would do is take a known good lawnmower battery, unhook it from the tractor. Hook the positive from the bat + to the starter lug, the other cable on the - bat terminal and momentarily touch it to the block or head. If it does not crank , my guess is the starter is getting tired. Pushing extra amps from the car may get a tired starter to crank. If it does crank, you are right looking at the cables etc in between. These opposed twins love starters. You can choose to repair or replace. Personally, I replace. If it happens to be an oil burner, you may gain ground by pulling the heads and de-carbonizing.

IF NOTHING happened, no CLICK, then the solenoid is bad OR one of your cables is not making any contact, continuity, at all. New solenoid, $6 - $10.

Rather than jump from your car, use your jumper cables directly to the starter from the mower battery. IF this starts the engine, move on back to using your jumper cables directly from the mower battery to the terminals of the solenoid. Works now, bad battery cables, doesn't work, bad solenoid.

Did you do the OTHER test?

NO.

Do you have an electric clutch? IF so, either there is current feeding it (unplug to check) OR the bearing inside the clutch is frozen causing the clutch to run all time.

IF you do not have an electric clutch, then you have belts run wrong, wrong size belts the engage/dis-engage linkages are not adjusted.

Don't know about that particular mower but on some of them you have to raise the deck up as far as it will go to dis-engage the deck drive.

Havent bin on in awhile. how can i tell which clutch i have? And what are engage/disengage linkages? Also after my tractor is started and the engine is warm and i shut it off and try to start it again it will not turn over? the starter and engine feel hot??

Do you start your mower deck by turning on an electrical switch? If so, it has an electric clutch. IF you pull or push a lever, it is manual OR do you raise and lower the deck to start/stop your mower deck?

IF you do not have an electric clutch, you will have mechanical linkeages that engage and disengage the mower deck.

Well that could be a multitude of things that I am afraid you will have to ferret out yourself. Could be bad battery, bad battery connections, Intake Valves with too much clearance and of course, bad starter, for "starters". These do have a problem wearing out the top bushing of the starter.

Well of course they will feel hot. Problem is is it normal, operating temp hot or excessively hot. Have you checked your cooling shrouds where they go around the cylinder jugs to see that the engine cooling fins aren't plugged with mouse nests, grass clippings, etc,?
