Dried out soil: getting wet and using mulch to prevent recurrence

Hi All,

I am doing lasagna gardening and the top layer of soil is really dried out due to constant wind. Underneath is still damp (ish), but my plants keep looking all dried up during the days, esp pumpkin and tomato plants. I have put in little jugs with holes in them, but the water is running through them pretty quickly (I asked about this in the irrigation area).

What I'd like to figure out is if I need to get the top layer more moist, and if so, how, and if I can, how to keep it moist. I could use grass cuttings for mulch, would that be ok? I used straw and grass cuttings for my last set of mulch, and I have to admit that that dried out too.
