Transmission, clutch or????? Slipping

I have a 2007 46 inch cut YardMan tractor, non-hydrostatic drive and 7 on the fly speeds. Recently it's become a dangerous machine. When going down a slight hill I push the left side pedal in to feather the brake/clutch but about halfway through the range it releases and acts like it goes into nuetral and basically freefalls until I push the pedal all the way then the wheels lock up and tires squeal. I cleaned and adjusted the brake so I know that's not the problem. Is it a belt issue or something internal in the transmission?
