Roses in rocky soil

Quick question about planting roses in rocky soil. We removed some grass from the front yard this last week in hopes of planting part of my pot ghetto. Turns out that in the past that area of the front yard was used as a parking space which was covered with 3/4" river rock. Subsequently when I tried to start digging in what looked like our usual soil today I found dirt and rock mixed together. A LOT of rock.

My question is if I dig a really, really big hole and pull as much of the rock out as possible can I hopefully grow roses out there? I will of course be adding soil and amending at that time. No other place in our yard is like this so this is a new problem for me.
