Japanese Maple Problem

I have a mature japanese maple tree in my yard - we moved here about 3 years ago - this past year we've noticed that some of the limbs are cracking and the bark is beginning to peel in some spots of those cracking limbs. Other limbs seem unaffected and have leaves, while the affected limbs appear to be dead without leaves. What could be causing this problem and is there anyone who knows if it is possible to fix this? One thing that we have had an issue with since we moved in is a couple of severe rain storms leaving the area very wet (additionally, our septic tank is not far from the tree) - could that cause root rot? If so, is there anything to do for that?
