Do my roses have 'witches broom'

I have shrub roses lining my walkway. Last year roses on one side of the walkway began to deteriorate. I looked online and believed that the roses had witches broom. At the end of the summer, I pruned these roses to the ground. Now the roses on the other side show similar areas of growth. Is it witches broom? Can I plant new rose bushes on the side that I cut down?
