I have never been around Rose Rosette (witches broom) so can not tell you if that is what is wrong with your roses and can't tell from the linked picture if your rose matches the symptoms described in this article (linked below):

Typical rosette symptoms are elongated canes that often are thicker than usual; deformed flowers; mutated new growth that may turn red, and sometimes excessive thorns and mottled flower color.

The writer of this article does not recommend replanting roses in the same place as those that got the disease unless you are sure of having dug up and discarded every bit of the infected roses roots.

I am sure someone with more experience will give you more and better info!

It's very hard to see the brown leaves. Do you have a close up of those? But the green leaves you have there look perfectly normal to me. Are those brown ones dried up?

The leaves aren't brown, they are red. New growth, but in a very strange growth pattern. I do believe it's RRD, but hopefully Ann will confirm. If that is true, you will have to remove the entire bush, root and all. I think you can replant a new one if you remove all of the old roots.

It does look like RRD but I'd like a better picture of the red growth. From what I can see, you might be able to save the rose if you cut off the canes that have that strange growth on them.

If RRD is in your area, I'm another who suspects RRD (but don't know for sure).

Here is a close up picture of the rose. I cut the bushes on the other side down last year and some new growth has emerged from the root which is all this strange red pattern. I did not know that I was supposed to remove the root, and I will do so now. {{gwi:278188}}

From what I have rad, YES you need to deal with this. Is http://tinypic.com/?ref=qq8i7qis RRD based on what I have seen. They say to remove roots, soil and plants. Bag them and burn or at least get it away from your house.

I second that suggestion. This is RRD. Your case looks fairly advanced and almost certainly extends to the roots. Dig up everything and get it bagged up and destroyed. Clean your tools well with alcohol.

Please read the RRD eBook by Ann Peck (link below), her GardenWeb name is anntn6b. Also, confirm that no weed killer (RoundUp or similar) has been used in the area. RoundUp damage can look similar to RRD. But, I concur with the others, I think this is really RRD.
