John Deere 175 won't start with key

I have a john deere 175 with kawasaki engine. Battery is fully charged. The key won't start it, however put the key on run and touch a jumper wire from the hot wire on the starter to the small wire connector going to the starter and she starts right up. I disconnected that small wire connector going to the starter and with key on there is no voltage. I would guess that wire should be 12 volts when the key is on.

Any help or suggections would be greatly appreciated. dave
