using leaves for mulch

Forgive me if this is a stupid question. We have leaves piled up and of course they're wet underneath the top layer and only partially decomposed. A few had been chopped. My husband was going to chop/shred a bunch for me to use as mulch in my vegetable garden, but I couldn't wait...we're starting a heat wave today and I've already waited too long to mulch my young tomatoes and peppers. So I hauled a bunch of leaves out, hacked at them a bit with my hoe, and then used them for mulch. Hubby came home and said, won't those prevent water from getting to the roots? I tried to place them so that they're not compacted, and I left room around the stem of each plant, so I figure I can just use my wand to water at the stem and not worry. Did I make a mistake or will it be OK?
