Retama Tree/Palo Verde Care

I have a Palo Verde tree that I planted which has gron to about 10 feet tall over the past 2 years. This past winter was extremely rough and unusual for our area with weather getting into the low teens. Consquently, my Palo Verde seems to have suffered a bit. The main trunk is completely green which continues up into many of the branches however, most of the branches turn brown and are completely dry as they continue out to the ends.

What should I do to ensure survivability of the tree as well as encourage new and quick growth of branches? Do I trim off the dead branch ends or should I trim the branches all the way back to the source regardless if they are green or not?

Any advice on how to best prepare the tree for Spring and Summer is appreciated.
