prob. dumb newbie question: unhappy Cecile Brunner

Thanks in advance for your patience and help.

About a month ago, I planted a climbing Cecile B. near a fence I'm hoping she'll eventually cover. Bonemeal and compost mixed with regular garden soil (in my yard, that's half clay, half sand). Have neglected to water the last few days, but even before that, she seemed extremely unhappy to me. Losing a leaf or two, the rest are drooping, no signs of new growth at all.

I'd note that my Lady Banks also seemed pretty miserable the first year, grew slowly the next summer, and is now about to eat my porch and leap to my roof, so maybe roses just take a while to acclimate in the low desert (southwestern NM)? But I bought and planted Cecile specifically b/c I was in search of a hardy, pretty antique... was hoping she'd do better than this.

Am I watering too much, maybe? Too little? Should I fertilize?
