Should I raise my compost bin?

I am currently in the process of building my first compost bin. It will have two 3x3 ft sections and be made out of old lumber and chicken wire I've salvaged. My question is this... I heard somewhere that it is best to place something under the compost pile to allow for air circulation and good drainage; however, I've also read that the compost being in contact with the ground is best for allowing worms and other critters to do their work. Which is correct? And, if I should just leave it on the ground, how do I keep the dreaded bermuda grass from taking over everything?
