An alternative to Veronica 'Sweet Lullaby'?

I have a now second year border which with the pattern of geranium 'Max Frei', Veronica 'Hocus Pocus' and then Veronica 'Sweet Lullaby' (repeated 2X).

'Max Frei' is just finishing up its flowering and I was pleased with its performance.

The flower spikes of 'Hocus Pocus' are now coming into their own.

But the two 'Sweet Lullaby' plants, although healthy and did break ground early enough this past spring, are still very small (height and width is maybe 3" by 3") and I don't think I see any sign of flower yet. They did flower last year in their first summer but it seems that they are very slow growers.

Do you have experience with this very petite Veronica?

I understand it is an offspring of Veronica 'Giles Van Hees'. Is size the only difference between these 2 plants? And give that web references show 'Giles Van Hees' as slightly bigger than 'Sweet Lullaby' I do have room to have 'Giles' (instead of 'Lullaby').
