Want to grow a willow fedge

I have had this wish to put a border along the north side of my orchard using shrub willows. It would be beneficial to have the early willow flowers for pollinators so close to my fruit trees and to the veg garden.

The problem is that the area is only moist during the spring rains and then I can have standing water puddles for a week. In the summer it's very hard and dry unless we get some good rain for a spell.

Is there a way I can prepare the soil to be more hospitable to growing shrub willows, enough so I wouldn't have a poor sulky excuse for a fedge?
